I am specializing in doing qualifications for Retired Law enforcement officers (RLEOS) under the LEOSA act (HR218) these qualifications will be conducted at the Custer Sportsman’s Club located at 3000 Birch Bay Lynden Rd , Custer WA . The certification will be valid for 1 year and is required for RLEOS to carry a concealed firearm without a valid concealed weapons permit. The RLEO is responsible for supplying the firearm and ammunition to be used/carried. I supply the facilities and targets and certificates. These qualifications will be run by appointment and on the 5th Saturday of April, July and October. Please call for reservations. If you have a large group (6 minimum) and are willing to pay travel expenses and have a range facility, I will come to you! Feel free to contact me for reservations and questions and rates.
Cost is $50 per shooter, You can qualify with up to 3 guns at this price! Payment must be recieved 72 hours prior to class to reserve your spot.

What type of holster do I need for the LEOSA qualification?
Any belt or waist band holster that is worn on the strong handed side of the RLEO. Retention straps, snaps, or locks are not a requirement for RLEO’s for the qualification.
Ankle, shoulder, fanny pack, and cross-draw holsters are not permitted for the qualification. RLEO’s coming to the range with a holster not conforming to range standards for LEOSA qualifications as determined by the range master or his designee will not be granted access to the ranges for qualifications.
The LEOSA qualification does not restrict the use of the RLEO’s personal choice or type of holster once they have successfully qualified and left the range.
Clothing pocket holsters are not acceptable at anytime on the ranges.
Is there specific ammunition needed for qualification?
Yes, as stated above RLEO’s will be required to provide their own “factory loaded” ammunition subject to inspection and approval by range staff prior to the qualification. Most common acceptable law enforcement rounds and calibers will be allowed for qualification on Custer Sportsman’s Club ranges. The most common calibers for law enforcement are .380, 9mm, .38SPL, 357MAG, .40 S&W, and .45ACP. Calibers outside of these will require approval from the range master or their designee. Explosive, armor piercing, tracer, and any other such non-standard law enforcement ammunition is prohibited on all Custer Sportsman’s Club ranges and as such will not be allowed for LEOSA qualifications. It is recommended that you bring a minimum of 50 rounds with you.
What do I do if I fail my qualification?
You will be granted two attempts to pass your LEOSA qualification per fee paid. If you are unsuccessful after two attempts. We will schedule a time and date to come back for a 1 on 1 session at no cost to the RLEO (so use the in between time to practice!)
After I complete my qualification how long is it good for and what documents do I need for proof?
LEOSA qualifications are good for 12 months from the date of qualification. After successfully completing your qualification you will get a document listing your qualification and the particulars of the firearm used. There will also be information listing the certifying Range Officer and your agency information. Should you be stopped and challenged by any authority as to the veracity of your LEOSA right to carry you should present the provided document, and your Retired LEO ID and direct inquiries to the Top Shot Shooting Academy for validity and verification of current status.
*The qualification card supplied by Top Shot Shooting Academy in and of itself IS NOT sufficient authority for the RLEO to carry a concealed firearm. Retired Credentials from your agency MUST accompany the qualification card.*

Firearms certificates for qualified retired law enforcement officers.
(1) The purpose of this section is to establish a process for issuing firearms certificates to residents of Washington who are otherwise qualified retired law enforcement officers under the federal law enforcement officers safety act of 2004 (118 Stat. 865; 18 U.S.C. Sec. 926B and 926C) for the purpose of satisfying the certification requirements contained in that act.
(2) A retired law enforcement officer satisfies the federal certification requirements if he or she possesses a valid firearms qualification certificate that:
(a) Uses the model certificate created under subsection (4) of this section;
(b) Provides that either a law enforcement agency or an individual or entity certified to provide firearms training acknowledges that the bearer has been found qualified or otherwise found to meet the standards established by the criminal justice training commission for firearms qualification for the basic law enforcement training academy in the state; and
(c) Complies with the time restrictions provided under subsection (3) of this section.
(3) The firearms certificate is valid for a period of one year from the date that the law enforcement agency or individual or entity certified to provide firearms training determines that the bearer has been found qualified or otherwise found to meet the standards established by the criminal justice training commission for firearms qualification for the basic law enforcement training academy in the state, and the certificate shall state the date the determination was made.
(4) The Washington association of sheriffs and police chiefs shall develop a model certificate that shall serve as the required firearms qualification certificate once the certificate is valid pursuant to subsection (2) of this section. The association shall make the model certificate accessible on its web site. The model certificate shall state that the retired law enforcement officer bearing the certificate has been qualified or otherwise found to meet the standards established by the criminal justice training commission for firearms qualification for the basic law enforcement training academy in the state.
(5) The retired law enforcement officer is responsible for paying the costs of the firearms qualification required under subsection (2) of this section.
(6) Nothing in this section shall be deemed to require a local law enforcement agency to complete the certificate.
